ケーススタディ: ISO Prolog 標準化プロセスに対する批判

今回のケーススタディは ISO Prolog の標準化についてです。Prolog は1995年に出版された ISO/IEC 13211-1 という標準がありますが、さらなる要素(Definite clause grammar や大域変数、マルチスレッドなど)を加えて改訂する努力が続けられています。公式には ISO/IEC JTC1/SC22/WG17 というワーキンググループが担当しています。

このワーキンググループのメンバーの Paulo Moura(Logtalk という Prolog 派生の論理プログラミング言語の処理系を開発している)が今月 comp.lang.prolog に投稿したメッセージは、ISO Prolog standardization proposals の editor を降りるというものでした。その内容に含まれるリンク先のページで、いきさつと意見が書かれています。

その中で注目したのは

Standardization proposals are voted by countries, instead of being voted by implementers and users groups.
A saddening aspect of the ISO standardization process is the lack of perception from outsiders that people working on proposals and participating in meetings are volunteers and not necessarily experts on the matters being discussed.
There are standardization discussion forums and a mailing list. Both are mostly ignored. Neither is listed in the official WG17 web site.

といったコメントです。

Prolog の処理系は商用やオープンソースのものを含めるとかなりの数に上ります。それぞれの処理系の実装者が標準の言語仕様をどれだけ評価しているか、またどれだけ意見を反映できるかを重視するべきということなのだろうと思います。
